Buxus microphylla japonica is the go-to shrub for low formal hedging.  ‘Winter Gem’ is a good sturdy variety.  Japanese Boxwood is a slow grower with dense foliage; it allows plenty of opportunity to fashion a linear, topiary, or spherical shape by shearing or clipping. This is the sort of shrub you would use if you wanted to create a formally delineated herb garden.  Though, given to a fluffy and naturally rounded shape, it also has a pleasing shape if left untended. Buxus microphylla japonica ‘Winter Gem’ will not exceed 4-6 feet in height or 3-4 feet in width, and it is very possible to keep them much lower than that. Easy to grow in Sunset Garden zones 3b-24, this Japanese native bears nearly round small leaves of intense bright green. This shrub has the coveted distinction of being drought-tolerant as well as resistant to nematodes and deer.
